Takeshima(Japan) vs. Dokuto(Korea), Historically Korea had no concerns to islands in old days!

It doesn’t a term of city developments in Ichikawa-city.  However, here are some view points and facts for your review.
1) History of the Korean Peninsula has been showed us Korea sometimes tried to land enhancements to the Asian Continent inside, not to islands around Japan, always not go to sea.  So The Tsushima and many small islands have been occupied by Japanese, though it close to Korean Peninsula about 100km or so.
2) Korean fisherman were not so many and small size, too difficult to capture fishes and sell to Japanese before 1960 when Japanese expected, but Japanese fisherman has been capture fishes in the sea more than 500km from Japan main islands.  So Japan has so many islands around main 4 islands.   And not offensive attitudes, then Ryukyu Kingdom, current Okinawa Prefecture, was independent from Japan.
3) Kanji characters Dokuto has meanings in those characters themselves, and it means “an island is seen in alone in long distance”.
Looking to those 3 points f views, why Takeshima could be a part of Korea in the past?  Who is right interpretation?
